Negotiations With Certificated Employees
The Superintendent and the Board of Trustees president met with the Hope District Teachers Association negotiating team on March 20, 2017.

Our schools will be closed the week of March 27-31 for Spring Break. Classes will resume with a regular schedule on Monday, April 3.
Bond Oversight Committee Members Needed
The Hope ESD Bond Oversight Committee is in need of members. This committee meets ONE time a year. The committee reviews any bond funds spent in order to make sure the expenditures are used only for the voter approved projects.
The committee needs 7 members from a variety of backgrounds:
• One (1) member active in a business organization representing the business community located in the District.
• One (1) member active in a senior citizen’s organization.
• One (1) member active in a bona-fide taxpayers association.
• One (1) member shall be a parent or guardian of a child enrolled in the District.
• One (1) member shall be both a parent or guardian of a child enrolled in the district and active in a parent-teacher organization or school site council.
• Two (2) members of the community at-large appointed by the Board.

The next Regular Meeting of the Board of Trustees will be held on April 10, 2017 at 7:00 p.m. in the Hope District Board Room, 3970 La Colina Road, Santa Barbara, CA 93110.
On October 26th, Board President, Dan Cunnison, Superintendent, Anne Hubbard, HDTA Negotiators, Kelly Johnson, Nancy Thurston, and Janis Spracher, and CTA representative, Cindy Heller, met to discuss negotiating the 2016-17 collective bargaining agreement.
The Hope Elementary School District Board of Trustees will consider the proposal made by HDTA. The negotiating team will reconvene on November 10th.

La Mesa Directiva del Distrito Escolar Hope considerará la propuesta hecha por HDTA. El equipo de negociación se volverá a reunir el 10 de noviembre.

|Local Control Accountability Plan|
The Local Control Accountability Plan (LCAP) is a required document that each California school district must prepare under new state budget laws. The LCAP is designed to describe the program and expenses the district undertakes to provide an educational program that meets the wide range of student needs. To develop the plan, our district convened a representative advisory committee that included parents, teachers, and administrators.The LCAP was reviewed by school site councils, staff and several district committees. Public hearings to review the final draft of the LCAP took place at the June 9 and June 16 board meetings. The Hope School District offers a Transitional Kindergarten program for students who will have their fifth birthday between September 2 and December 2, 2016.

|Notice to Contractors|
Hope Elementary School District invites licensed contractors to submit the name of their firm for inclusion on the Hope Elementary School District list of qualified bidders for the year 2017. This list will be used to procure services, on an informal bid basis, valued at less than $175,000.

|Local Educational Agency Plan Addendum|

|Master Plan for English Learners|
The Santa Barbara County Master Plan for English Learners was developed by the Santa Barbara County Co-Op and provides a formal structure for program implementation and evaluation. The plan is available here for review.

|Smarter Balanced Tests|
The Smarter Balanced tests are expected to replaced the STAR tests in English-Language Arts and Math beginning in the 2014-15 school year. Practice tests are now available.

|Open Enrollment Policy|
The recent passage of the Open Enrollment Act requires districts to adopt a policy for interdistrict attendance under the Open Enrollment Act.

|Education Protection Account|
The Board of Trustees adopted Resolution 12/13-14 Regarding the Education Protection Account (EPA) on May 13, 2013. Proposition 30 requires any district receiving EPA funds to post how it spends those monies on its website.
